The Los Angeles City Planning Commission has signed off on a proposal for an eight-story apartment building along a major corridor on the Westside.
The approved plans come from S.D. Abraham of Beverly Hills-based entity Mesa Rim LLC for 379 units at 3200 South La Cienega Boulevard, Urbanize Los Angeles reported. The proposal calls for a mix of floor plans from studios to three-bedrooms above parking for 322 vehicles.
The developer is seeking entitlements including transit-oriented incentive area bonuses to allow for higher density, a reduction in required on-site open space and waivers of limits on floor area and height. The site is two blocks north of the La Cienega/Jefferson stop on the Metro E Line, qualifying it for transit-oriented development incentives. Mesa Rim would provide 42 apartments for rent to extremely low-income households in order to receive the density bonus entitlements. In Los Angeles County, extremely low-income is $35,000 annually or less for a one-person household.
Amenities would include recreation rooms, outdoor decks, a dog park and a fitness center. In addition to the apartments on the upper floors, some units would be built in townhome form on the street.
Abraham has tried to develop the 3200 South La Cienega site before. In 2020, the developer sought approvals for a seven-story building with 254 units above a 242-space parking garage. That proposal, like this one, sought transit-oriented development incentives to build larger than zoning regulations would typically allow.
In this iteration of the project, the eight-story building would blend in somewhat with the surrounding neighborhood. Across La Cienega Boulevard, the 12-acre Cumulus District, complete with the 30-story Arq at Cumulus residential tower, opened in 2023. The Wrapper office building at the Cumulus development rises 17 stories. Last year, the Habitat office and apartment development opened across Jefferson Boulevard.
The City of Los Angeles is required by the state to plan for 456,643 new housing units, including 184,721 affordable residences by 2029.
